Contract Detail: The SEC’s regulatory mission is more important today than ever, with a greater emphasis on stronger enforcement of securities laws, transparency, and stringent oversight of registered entities. The driving forces include regulatory reform and associated rule-making, high public expectations, increased congressional oversight, an explosion of trading data volumes, and increased complexity in regulated markets. This SEC BPA’s main objective is to introduce and improve SEC examiner tools with:

1) Enhanced data science and analytical capacities to better scrutinize data
2) Enhanced application performance to improve usability and throughput
3) Enhanced reporting functionality and performance
4) Enhanced data-sharing capabilities across the examiner community

Channel 1: External Research Support and Technical Expertise

Contract Detail: The Quantitative Research and Analytical Data Support (QRADS) is a Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. It provides the Securities and Exchange Commission with External Research Support and Technical Expertise, Analytical Tool Development, Database Development and Maintenance, Analytical Reports and Data Analysis and Analytical Methods and Support as described in Section C, Statement of Work. The Contractor(s) shall provide in accordance with issued Task Orders (TOs), all management, supervision, labor, facilities, and materials necessary to perform the services on an IDIQ basis.

Aretec provides highly skilled technical expertise to assist SEC researchers in developing text analytics capabilities, and any related support, such as: developing and writing project-specific programs to process data sets using modern analytical methods, statistical modeling techniques, machine learning and statistical processes; analyzing and interpreting statistical data; computing supporting med parsing logic, corpus assembly and maintenance, software creation to run text analysis packages, and report production and maintenance. Aretec performs text analytic tasks, which may include (but are not limited to) the following:

•  Running topic models for concept identification, or implementing toptrics; producing and maintaining models, non-OIT middleware, or other analytical products SEC expects to develop and enhance text analytic and other analytic capabilities to provide improved ability to use information in both structured and unstructured text formats. The Contractor(s) will provide services to assist with pre-processing anic model variants;
•  Using standard Natural Language Processing (NLP) tools to perform named-entity recognition and part-of-speech tagging, etc.;
•  Using unsupervised machine learning algorithms to discover hidden relationships amongst documents in a corpus; and
•  Developing methodologies/metrics to help assess how documents change over time, and to understand how distinct corpora relate to one another

Contract Detail: The SEC’s Office of Information Technology (OIT) supports the Commission and staff in all aspects of information technology. OIT has overall management responsibility for all of the Commission’s IT programs.

The SEC One IT IDIQ with a ceiling value of $2.5 billion, in additional to contractor primes like Aretec, Inc. offers the agency maximum flexibility in acquiring any IT services-based solution for any conceivable IT services-based requirement, driving government savings through efficiencies and improved reporting data with greater integrity, while maintaining a “One IT” philosophy.

With information technology pervading all aspects of its business, the SEC depends on firms like Aretec for problem resolution and support services to meet its business needs. The SEC expects its partners under contract to deliver optimal daily performance of the SEC IT operations and take day-to-day responsibility for the SEC IT operations, achieving the minimum performance objectives on a daily basis, and taking a proactive approach with the SEC in improving the operations and efficiencies of the SEC IT environment.
